To fix this Error:

 [crit] [client IP] (13)Permission denied:
/home/cpaneluser/public_html/.htaccess pcfg_openfile: unable to check htaccess file, ensure it is readable

Solution:
Reinstall the FrontPage extensions inside the CPanel
