To fix this Error:

/home/cpaneluser/public_html/.htaccess pcfg_openfile: unable to check htaccess file, ensure it is readable

Solution:
Reinstall the FrontPage extensions inside the CPanel

The following is the steps to turn on the Chinese language input without any third party software installation such as NJstar or Cstar on your PC:

1.) Click on Start > Settings > Control Panel

2.) Select “Regional and Language Options

3.) Select “Languages” tab > choose “Install files for East Asian languages” (It might need the Windows setup CD)

4.) Click on “Details…” button

6.) At Input Language:  select “Chinese(PRC)

7.) At Keyboard Layout/IME:  Choose the input method…

8.) OK to save the settings

To use or switching the Language input mode:
Just press ALT + SHIFT key to turn ON
Press again ALT + SHIFT key to turn OFF

Some Windows are not able to display the menus and dialog boxes of certain non-unicode programs in your native language.  You might need to do the following changes to turn on the features…

In Windows XP:

1.) Click on Start > Settings > Control Panel

2.) Select “Regional and Language Options
